In response to the international nature of crime, there is a need to co-ordinate policing activities in the OSCE region in order to optimize distribution of resources and ensure maximum results for every investment in policing projects.
As a part of the POLIS project, OSCE Strategic Police Matters Unit was planning to develop a donor assistance mechanism, with a view to co-ordinate and optimize funding of policing activities implemented by the OSCE. After a series of consultations, the OSCE and the United Nations Office on Drugs and Crime (UNODC) decided to join forces and develop a joint donor assistance mechanism, based on UNODC's existing Automated Donor Assistance Mechanism (ADAM).
The Joint OSCE-UNODC Automated Donor Assistance Mechanism will provide a high security technology system, connecting donors, implementation agencies and beneficiaries, and help to reduce overlap, duplication and waste of funds.
