Summary

In a Democratic Society with its modern law enforcement agencies, the goal is to try to reach an equal balance between the laws of the country, state or municipality and the rights of the individual. In order to protect these rights it is the responsibility of the police and the judicial system to prove that the individual charged with an offense is in fact guilty of that offense. The individual charged with the offense is not required to prove his or her innocence. Because of this, a system of establishing proof must be the primary focus of the Investigator to determine the facts of a criminal act. This system of establishing proof is called an investigation.
