Bosnia and Herzegovina Action Plan for Preventing and Combating Terrorism

The Action Plan was drafted by the Working Group tasked to draft the proposal of BIH Strategy for Preventing and Combating Terrorism and related action plans and was harmonized and approved by the responsible institutions/agencies at all levels in Bosnia and Herzegovina.

Summary

The Action Plan is based on identified objectives, measures set forth in strategic program and guidelines prescribed in 2015-2020 BiH Strategy for Preventing and Combating Terrorism. It is founded on the idea of uniformed and coordinated approach in implementing the Strategy and capacity building of responsible institutions, at all levels in Bosnia and Herzegovina with regard to preventing and combating terrorism and challenges connected to it.

As such, Action Plan includes tabular review of actions, divided into seven key areas: 1) legislation, 2) institutional capacities, 3) ongoing education and practical evaluation of capacities, 4) prevention, 5) protection, 6) investigations and 7) response to terrorist incidents. The first three area are considered prerequisites for execution of all actions in preventing and combating terrorism and they will be carried out for the purpose of strengthening overall capacities of responsible institutions, whilst other four actions are based on EU approach in preventing and combating terrorism and will be executed to ensure overall approach in suppression of challenges of terrorism and harmonization of counter-terrorist measures with measures implemented by EU member countries.
