Council of Europe Committee of Ministers Recommendation No. R(87) 15 to the Member States on regulating the use of personal data in the police sector

The Council of Europe Committee of Ministers recommends that the governments of Member States respect a series of principles concerning control and data collection, notification of automated files, storage, use and communication of data for police purposes, and rights of access, rectification and appeal to police files.
