Summary

The Council of Europe Committee of Ministers recommends that governments of member states recognise that responsibility for crime prevention should be widely shared in society, and that partnership approaches are a practical means to sharing this responsibility and pooling diverse resources.

The Recommendation provides definitions of “partnership”, “community safety” and “partners”.

The Recommendation also indicates guidelines on the following points:

  1. Creation of an auspicious partnership environment
  2. Initiation of partnerships
  3. Operation and maintenance of partnerships
  4. Communications between partnerships and wider society
  5. Termination of partnerships
  6. Methodology, assessment and evaluation
