1. General information 
The Minister for Internal Affairs answers to the President, Parliament (Jogorku Kenesh) and Government of the Kyrgyz Republic.

The internal affairs agencies of the Kyrgyz Republic take the form of an armed law enforcement body of the State, which is responsible for maintaining public order, ensuring the security of persons and society and combating crime. The internal affairs agencies are directly subordinate to the Ministry of Internal Affairs.

2. Functions and missions
The principal responsibilities of the police are to:

• Maintain public order and ensure the security of persons and society;
• Engage in crime prevention and combat criminality;
• Enforce administrative penalties within the scope of its competence;
• Carry out vehicle examination and licensing measures in the interests of road safety, maintain vehicle registration records and conduct driving tests.

3. Structure and organization
The unified system of internal affairs agencies of the Kyrgyz Republic consists of the Ministry of Internal Affairs of the Kyrgyz Republic, subordinate internal affairs directorates in the regions and in the city of Bishkek, departments for transport, and municipal, district and rural internal affairs departments as well as training establishments, institutions and organizations.

4. Staff data
The personnel of the internal affairs agencies of the Kyrgyz Republic consists of officers and lower-ranking personnel along with contracted employees.

5. Education / Training
The Academy of the Kyrgyz Ministry of Internal Affairs and the special secondary school in Bishkek for training police officers, along with the Osh campus, are the educational centres for the internal affairs agencies. The Academy plays an essential role in training the staff of the internal affairs agencies.

The course at the Academy lasts five years and upon completion a diploma of higher education with a qualification in jurisprudence is awarded.

The course at the special secondary school for training police officers lasts nine months if the student has a degree and two and a half years if the student has only secondary school education.

6. Oversight
The State exercises oversight over the activities of the Ministry of Internal Affairs of the Kyrgyz Republic. The Prosecutor General of the Kyrgyz Republic and the prosecutors subordinate to him exercise oversight over the strict and uniform execution of laws in the work of the internal affairs agencies.

The interior forces take the form of a military organization within the structure of the Ministry of Internal Affairs of the Kyrgyz Republic.

The interior forces of the Kyrgyz Ministry of Internal Affairs are called upon to perform combat duties to protect facilities for which they are responsible, to maintain public order and to defend the interests of the State and its citizens against criminal and other unlawful actions.

2. Functions and missions 
The basic responsibilities of the interior forces of the Ministry of Internal Affairs are to:

• Protect important government facilities and specialist goods in shipment belonging to the State;
• Guard corrective labour institutions;
• Assist the internal affairs agencies of the Kyrgyz Republic in maintaining public order and ensuring public safety and the observance of states of emergency;
• Participate in anti terrorist operations.

The personnel of the interior forces of the Kyrgyz Republic include servicemen, professional staff and general staff.

The Border Service of the Kyrgyz Republic was established by a presidential decree on 28 May 1999 and is currently an independent agency within the executive branch of government.

The Border Service of the Kyrgyz Republic is a single government agency within the executive branch with responsibility for guarding and protecting the State border, carrying out border controls, and preventing and interdicting offences against the sovereignty and territorial integrity of the Kyrgyz Republic.

The Constitution of the Kyrgyz Republic, the Border Service Act, other statutory instruments of the Kyrgyz Republic and international treaties to which the Kyrgyz Republic is a party serve as the legal basis for the work of the Kyrgyz Border Service.

The work of the Kyrgyz Border Service is based on strict and meticulous execution of laws, observance of civil rights and liberties, security procedures and authority, and co operation with State authorities, public associations, labour collectives and the population.

2. Functions and missions
The basic responsibilities of the Border Service of the Kyrgyz Republic are to:

• Guard and protect the State border of the Kyrgyz Republic, its territorial integrity and economic interests;Carry out border controls at crossing points on the State border of the Kyrgyz Republic;
• Ensure compliance with Kyrgyz laws regarding the State border and ensure that border regime commitments resulting from international treaties and agreements to which the Kyrgyz Republic is a party are met;
• Participate in the settlement of Kyrgyz defence and security issues in connection with the State border;
• Assist law enforcement and environmental agencies of the Kyrgyz Republic in protecting citizens, natural resources and the environment in border regions

The use of the Border Service of the Kyrgyz Republic for purposes outside its mandate is prohibited except during states of emergency and military action.

In accordance with the laws of the Kyrgyz Republic, the structure of the Kyrgyz Border Service is determined by the President of the Kyrgyz Republic as Commander in Chief of the Armed Forces of the Kyrgyz Republic.

In guarding the State border, the Border Service of the Kyrgyz Republic is responsible for:

• Stopping any attempted unlawful crossings of the State border of the Kyrgyz Republic;
• Repelling armed invasions of Kyrgyz territory by military groups and gangs, interdicting armed and other acts of provocation on the State border of the Kyrgyz Republic, protecting the population and State, communal, private and other forms of property against such criminal actions;
• Preventing and prohibiting the crossing of the State border of the Kyrgyz Republic by persons or vehicles outside established crossing points or by unlawful means; detecting and arresting anyone who violates these laws with respect to the State border of the Kyrgyz Republic;
• Authorizing passage through the State border of the Kyrgyz Republic at established crossing points of persons, vehicles, goods and other property provided that they have the necessary paperwork;
• Interdicting, in accordance with established procedures, independently or in co operation with other agencies the transfer across the State border of the Kyrgyz Republic of explosives, toxic, radioactive or narcotic substances, weapons, ammunition, property and other objects that are prohibited from being imported into or exported from the Kyrgyz Republic, as well as smuggled goods;
• Ensuring that border regime commitments resulting from international treaties to which the Kyrgyz Republic is a party are met;
• Monitoring independently or, if necessary, in co operation with the national security and internal affairs agencies compliance with the border regime;
• Monitoring in co operation with the national security and internal affairs agencies, the administration of airports (airfields) open to international flights, railway stations in border regions and international freight transport services the implementation of the established regime at crossing points on the State border of the Kyrgyz Republic;
• Making available to the State agencies specially authorized for that purpose, in areas where border duties are performed, the necessary assistance in protecting the environment and ensuring compliance with the regulations governing commercial activities.

The Kyrgyz Border Service comprises agencies and forces to deal with the responsibilities entrusted to it.

The Financial Police of the Government of the Kyrgyz Republic is a State law enforcement agency within the executive branch.

2. Functions 
The principal responsibilities of the Financial Police of the Kyrgyz Republic are to ensure the economic security of the State and detect and investigate economic crimes and cases of malfeasance.

The Financial Police is currently part of the principal forces ensuring the economic security of the State and promptly responding to changes in the crime rate in the economic sphere.

3. Staff data 
The Financial Police of the Kyrgyz Republic is headed by a director, who is appointed by the President of the Kyrgyz Republic. Some 320 persons are employed by the Financial Police authorities. There are territorial divisions in the regions and also in the cities of Bishkek and Osh.
