This volume provides practical guidance and helpful background for both policy makers and practitioners who are working to advance civil-society-led P/CVERLT initiatives in the South-Eastern European region.

  The Annual Report on Police-Related Activities provides a comprehensive overview of all OSCE police-related projects and activities in a given year. They draw on the combined strength of the OSCE’s institutions and its network of field operations and cut across the OSCE’s three security dimensions.

• Annual report of the Secretary General on police-related activities in 2011

  This report describes the police-related activities of the OSCE executive structures in compliance with the Ministerial and Permanent Council Decisions and Action Plans, listed in Appendix 2. The report provides information about the police-related activities of the SPMU, other thematic units in the Secretariat, and the OSCE field operations. The ODIHR Annual Report on Police-Related Activities for 2011 is attached to this report in Appendix 1.

• Training strategy for the employees of the Ministry of Internal Affairs

  This training strategy was developed by the Ministry of Internal Affairs (MoIA) of the former Yugoslav Republic of Macedonia in co-operation with the OSCE Mission to Skopje and aims to establish the training system that will incorporate an effective methodology and procedures to establish the training needs and plan their delivery.

• Guidebook on Democratic Policing by the Senior Police Adviser to the OSCE Secretary General

  The Guidebook is designed to assist OSCE staff dealing with police and law enforcement issues, police practitioners and policy-makers working to develop and strengthen democratic policing, to serve as a reference to internationally adopted standards.
