The Council adopted a directive aimed at combating sexual abuse and the exploitation of children as well as child pornography. The directive harmonises about 20 criminal offences, setting a high level of penalties.

The Convention was adopted by the Committee of Ministers on 12 July 2007 at Strasbourg, and aims at preventing and combatting sexual exploitation and sexual abuse of children; protecting the rights of child victims of sexual exploitation and sexual abuse and promoting national and international co-operation against sexual exploitation and sexual abuse of children.
