  • Annual Report of the Secretary General on Police-Related Activities in 2012

    This report describes the police-related activities of the OSCE executive structures in compliance with the Ministerial and Permanent Council Decisions and Action Plans, listed in Appendix 3. The report provides information about the police-related activities of the TNTD/SPMU, other thematic units in the Secretariat, and the OSCE field operations. The HCNM and ODIHR Annual Reports on Police-Related Activities for 2012 are attached to this report in Appendix 1 and 2, respectively.

    This handbook aims to provide the educational content that will serve as the basis for in-service training and as the supplement to basic and specialist training courses that already include lessons in police ethics. It is designed as a kind of tool and guide that will enable police officers to enhance and improve their professional, ethical and law-based conduct.

    The SOCTA report was drafted and adopted as part of the ExB project “Enhancing Capacities for Strategic Analysis and Strategic Assessments in the Criminal Investigation Directorates of the Serbian, Montenegrin and HC Ministries of Interior”.     The guidebook, which has been developed with the support of the Mission to Skopje, includes comprehensive information on victims’ rights and police obligations towards them.

  • Police education and training systems in the OSCE region

    This research was conducted in order to sustain the police training support aimed at adherence by the police to the rule of law and community safety, to improve the functioning of the police education and training system, and to address the challenges of the police education and training system remodelling as an essential part of the police reform by identifying the most promising national solutions of advanced education/training standards. It is recommended for a broad range of Ukrainian professionals dealing with police education and training (including basic and continuing training).
