This report is the first assessment of threats from serious and organised crime made in Macedonia, supported by the OSCE Mission to Serbia, the Government of Switzerland, DCAF and Europol.
This book is about the nature of police capacity-building and its specific role in support of the process of reform in police organizations in transition states, particularly those in a post-conflict period.
CoE and OSCE representatives visited Serbia in April 2002. They were tasked to produce a joint report with recommendations and an implementation strategy to improve police internal and external accountability.
The report provides concrete recommendations for the Ministry of Interior, Police Administration, other government institutions, as well as for the international community, which are meant to form the basis for future constructive discussions.
