This brochure intends to make a distinction between freedom of expression and hate speech, both from a terminology and a legal point of view, as well as to differentiate them from other related concepts, such as defamation and insult.
The main objectives of this report are to highlight areas where the police reform process in Serbia requires impetus and to be constructive by providing possible solutions to issues that have the potential to undermine the process.
The Order stipulates measure and activities aimed at promoting the civil society engagement in the implementation of the police reform and also contains the Annex "Provision of the Public Council on the Civil Society Assistance to the Police Reform under the Ministry of Internal Affairs of the Republic of Tajikistan".
This collection contains three policy studies on police reform issues: on psychological support to police officers, human rights in police education and organized crime, produced by Belgrade-based civil society researchers, supported by the OSCE Mission in Serbia
