The pocket handbook was developed in 2010 by the OSCE Police Reform Programme for Kyrgyzstan for uniformed police for the first time in Kyrgyz and Russian languages to promote the culture of the rule of law among the Kyrgyz police.
The Prague declaration has been adopted during the ministerial conference "Safer Internet for Children - fighting together against illegal content and conduct on-line" that took place in Prague on 20 April 2009
