  This handbook aims to provide the educational content that will serve as the basis for in-service training and as the supplement to basic and specialist training courses that already include lessons in police ethics.   The regional threat assessment was made as part of a regional project aimed at enhancing capacities for strategic analysis and strategic assessments in the Serbian, Montenegrin and Macedonian Ministries of the Interior and was implemented by the OSCE Mission to Serbia. International partners included DCAF and Europol.
