This report was prepared by the joint OSCE-MIA needs assessment mission that was aiming at evaluating the current organisational set-up of the Ministry of Internal Affairs of Tajikistan (MIA) and assess the specific areas where OSCE assistance has been requested by the host Government.
This report was produced jointly by the Global Crisis and Rule of Law Development Association and the OSCE Office in Tajikistan with aim to examine the preconditions and chances for a police reform in Tajikistan.
The progress report was presented at the 11th session of Executive Steering Committee held on May 26, 2009. The report provides an account of achievements and progress made in implementing the OSCE police reform programme and sets out the strategic directions for 2009-2012, developed by the Ministry of the Interior of Kyrgyz Republic with OSCE assistance.
The report provides concrete recommendations for the Ministry of Interior, Police Administration, other government institutions, as well as for the international community, which are meant to form the basis for future constructive discussions.
The report contains recommendations that address the most urgent bilateral and sub-regional border issues as well as the essential areas of cross-border concerns.
