This guidebook provides policy guidance on central issues that can have an impact on the success or failure of police efforts to harness a community-policing approach to preventing terrorism and countering VERLT.
The pocket handbook was developed in 2010 by the OSCE Police Reform Programme for Kyrgyzstan for uniformed police for the first time in Kyrgyz and Russian languages to promote the culture of the rule of law among the Kyrgyz police.
This report was compiled on the basis of contributions received from different rapporteurs and contains detailed descriptions of the discussions as understood by each rapporteur and recommendations of the sessions.
