General Policy Recommendation adopted by the European Commission Against Racism and Intolerance of the Council of Europe.
The European Commission Against Racism and Intolerance recommends that governments of member states enact legislation against racism and racial discrimination if such legislation does not already exist or is incomplete, and ensure that the key components set out by the recommendation are provided in such legislation.
The recommendation provides a definition of the key terms, a description of the constitutional, civil, administrative and criminal law measures to be adopted. The recommendation also includes an explanatory memorandum.
