1. Functions and missions
The Moldovan Ministry of Internal Affairs is the central executive authority of the Republic of Moldova responsible for law enforcement and crime prevention. It has jurisdiction over public administration in the sphere of protection of people's rights and liberties, law enforcement and public security provision. It coordinates the activities of the national and local police and participates in working out and implementing programmes to combat criminal activities and maintain public order. It also controls traffic safety and operates the activities of specialized divisions tasked with combating organized crime, on top of many other functions. Special attention is paid to the fight against organized crime, corruption, illegal circulation of weapons and trafficking in human beings.

In 1990 the Government of the Republic of Moldova adopted a resolution on the re-organization of the MIA of Moldova envisaging the creation of the Department of Police and the Commissariats of Police. At present, the MIA of the Republic of Moldova is an armed law enforcement body tasked with protecting life, health, people's rights and freedoms against criminal attacks and offences.

The “Carabineeri” act as national guards, protect state facilities and assist the armed forces in counter-insurgency operations.

2. Structure and organization
Police constitutes one of the bodies of the Ministry of Internal Affairs. The structure of MIA also includes The Carabineer Force established in 2005. The Carabineer Force (interior troops) is charged with maintaining public order, protecting people's rights, freedoms and property, fulfilling tasks of guarding and defending diplomatic missions of foreign countries and important state facilities, respond to accidents, catastrophes and natural disasters. It is also tasked with maintaining public order and providing for the observance of laws in emergency situations.

Among the main departments of the Ministry are the Directorate of Operations, the Organized Crime and Drugs Department, Criminal Police Directorate, the Directorate of the Carabineer Force Command (interior troops), Public Order Department, Emergency Situations Department and many other departments, units and services.

3. Staff data
The National Police numbers approximately 8,000 , while the MIA has an additional 2,500 internal troops. Besides, MIA has 900 stabilization police and a counter-insurgency batallion “Fulger”. In addition, the Carabineer Force comprises about 2,300 troops.

4. Education / Training
The MIA has its own training facilities, and a substantial number of middle- and senior-ranking officers have received training in Hungary, Romania, Russia and the United States.

The State Protection Service
It is an independant government agency tasked with physical protection of the President and senior government officials and with maintaining secure government communications lines. It numbers approximately 200 staff.

The law on the formation of the State Protection Service was passed in 1998 containing provisions on the guarding of the building of the Parliament, on the protection of the Prime Minister, ex-President and other VIPs of the state. Besides, the law provided for the protection of the Presidential Residence and the buildings of the Government and the Constitutional Court of Moldova.

The Information and Security Service (SIB) 
The Information and Security Service is a state body, specialized in ensuring the security of the state, rights and freedoms of its citizens. The SIB's activities are coordinated by the President of the Republic of Moldova and are subject to parliamentary control.

1. Functions and missions
The Service is tasked to develop and take measures directed at discovering, preventing and counteracting actions which endanger the state, public and individual security; actions directed at changing, through violence, the constitutional order, undermining or liquidating the sovereignty, independence and territorial integrity of the country; acts of espionage, terrorist activities as well as undertaking actions against illegal use of drugs and other actions that endanger the security of the state. 
These tasks are realized by providing the state authorities with the information concerning the acts, events or activities endangering the security of the country and by taking appropriate measures to prevent and counter them.

While fulfilling the duties related to ensuring the security of the state, the Service shall carry out:

• Intelligence
• Counter-intelligence and
• The combating of crimes of which the criminal investigation is assigned, under the law, to the Service.

2. Structure and organization
The Information and Security Service is administered by a director in the rank of Minister nominated by the Parliament upon proposal by the President. To implement the activities of the Service, a collegium is formed consisting of the director (chairman), deputy directors and other high officials of the Service.

The Headquarters of the Service includes intelligence and counter-intelligence departments, divisions on countering economic crimes, terrorism, organized crimes as well as an analytical department and legal services. SIB also has a small special forces unit called “Detachment A”, which is, inter alia, responsible for the elimination of terrorism.

The agency operates its own training college.

The Boarder Guards of the Republic of Moldova is a central body of public administration, which is included in the system of state security, providing the realization of state border policy, tasked to guard the border and ensure lawfulness of its crossing at the established checkpoints.

2. Structure and organization
The Moldovan Border Guards were established by presidential decree in June 1992. The Central Directorate coordinates and supervises the activities of four Regional Departments (North, South, West and East). In turn, the Departments direct the activities of border checkpoints.
