Facilitation of best practices of public assembly management

The purpose of the project was to build the capacity of Internal Troops and Police of Azerbaijan in appropriate use of reasonable measures and proportional methods of public assembly management consistent with OSCE commitments, international standards and human rights legal obligations.

Summary

The OSCE Office in Baku (Office) is engaged in a long-term effort to build the capacity of the Police and Internal Troops in Azerbaijan to manage public gatherings in line with OSCE commitments, international standards and human rights practices. The present project will provide a number of training activities for building this capacity within relevant law-enforcement agencies through training on the use of non-violent methods of crowd control.

There are three main parts to this project: two ten-day sessions of training in Azerbaijan, and a study visit to observe public assembly management, in Lübeck, Germany.

The training in Azerbaijan will be conducted by a team of Police trainers from the Land of Schleswig-Holstein of Germany. It is expected the sessions will be in Quba in April and one other regional location outside of Baku in November. The training will be divided into theoretical and practical exercises and will include discussions and working group activities as well as exercises with practical demonstrations.

The visit to Germany will occur from 22 to 28 March 2011. The Office together with the Federal State Police Service of Schleswig-Holstein will organise a study visit for five Azerbaijani senior police officials to Luebeck and Kiel. The aim of the study visit is to exchange experiences and knowledge on public assembly management and to observe and monitor police actions during public demonstrations scheduled to take place in Luebeck.
