Launching Event of the OSCE Guidebook on Intelligence-Led Policing (ILP), Vienna, Austria

The aim of the launching event is to introduce the ILP guidebook to OSCE participating States, Partners for Co-operation, and representatives of international organizations, civil society and academia.

Summary

Traditional reactive law enforcement models have encountered severe difficulties in coping with today’s risks and threats and reacting to new criminal developments, caused, inter alia, by an increase in personal mobility and migration, rapid technological and communication developments, free movement of goods and services and growing income inequality.

The intelligence-led policing (ILP) concept was developed as a response to these growing challenges, thus encouraging and facilitating a proactive policing approach, complementing the traditional reactive policing model.

Pro-active policing requires specific managerial and analytical skills, quality intelligence (evaluated and analysed data and information), and strategic planning and tasking mechanisms. The main purpose of ILP is to strengthen decision-making within law enforcement, and to provide policy makers and law enforcement managers with structures, processes, methodologies and tools to make informed decisions, based on evaluated and analysed data and information.

The successful application of ILP in recent years in a number of countries around the world has encouraged the development of the ILP concept from an applied tool for countering serious and organized crime to a more general strategic “business model” for addressing a wide variety of policing tasks. This development is directly related to the search for law enforcement methods that enable the police to prevent crime, and have a greater impact on crime developments and the social harm of criminality, while having access to limited resources and responding to increased demand for transparency and accountability.

The drafting of this guidebook is a follow up to the 2016 Annual Police Experts Meeting, held in Vienna on 9-10 June 2016, which clearly revealed the need for a common OSCE-wide notion of the ILP concept. The guidebook therefore aims at explaining and outlining the framework as well as the main components of ILP, in order to enable a consistent understanding and implementation of ILP in the OSCE area. It is meant to serve as a practical tool for policy-makers, law enforcement decision-makers and criminal analysts, and support OSCE participating States in their efforts to improve professionalism, effectiveness and efficiency of the police.

The meeting will be composed of an afternoon session focused on presenting the concept of ILP and the content of the guidebook. The goal and added value of the guidebook as well as key concepts and main elements of the OSCE-wide ILP model will be outlined. Representatives of the OSCE executive structures, the Chairmanship-in-Office, international organizations and academia will present their views on the guidebook and ways to further promote ILP.
