Juvenile delinquency

Material for a 3-hour lesson, part of the Training Course on Community Safety Awareness Raising Programme, developed by the OSCE Mission in Kosovo for the Kosovo Police

School is more than an academic institution; it is first and foremost an educational institution for our children. Establishment of a safe environment free from violent and anti-social behaviors for students is a relatively big challenge for the society and a basic precondition for increasing the level of safety and quality of education in Kosovo. Recently, we have witnessed in our Kosovo society several violent behaviors of different types. There is a general perception that violence has become more widespread and prevalent in our society, including pre-university education institutions of Kosovo. The pre-university education institutions are societal premises organized and designed to educate students.

It is impossible for students to adequately acquire knowledge if they fear for their personal safety. It often happens that for many students a school is a place where they were subjected to contempt, humiliation, mockery, and, sometimes, even terrible psychological and physical violence. Delinquent behavior of students, followed by the negative and degenerating phenomena are an indicator of what is happening in a given society. It is terrible and painful to know the reality that in our society there are really violent and delinquent behaviors perpetrated by juveniles respectively students. We know that delinquent behaviors start together with the negative phenomena and later these behaviors can also be manifested in different forms, starting from verbal assault to physical actions and use of different weapons which sometimes can unfortunately be fatal.

Student follow up and awareness raising on delinquency is not only a duty that teachers and professors have, but it is primarily a duty of parents to educate and instruct their children in using and practicing nonviolent methods of communication and problem resolution. Together, they can give a very important contribution in emotional development of students and play a key role in development of the entire society.

The goal of this lesson is to increase the knowledge of instructors on child delinquency in general. Furthermore, instructors will acquire more knowledge regarding anti-social behavior manifested by minors, negative phenomena which are prevalent in youth and the possible ways to prevent them.

At the end of this lesson, participants should be able to:

1. Know what is juvenile delinquency?
2. Know which are causes of delinquent behavior in minors and diversion and educational measures;
3. Acquire information on what are the violent behaviors in schools and their prevention;
4. Acquire information about smoking/use of drugs and their consequences for minors;
5. Acquire information about the use of alcoholic drinks by juveniles.
