Lesson 5: Problem solving


Material for 1-hour lesson, part of the the Train-the-Trainers Community Policing Training Course, developed by the OSCE Mission in Kosovo


The purpose of this lesson is to review the process of problem solving and explain the role of police officers in the process. This course is designed to assist them in recognizing the opportunities this style of policing offers them to improve their effectiveness in working together with their communities to address issues of crime, safety and liveability using problem-solving tools and techniques.

After this block of instruction the participants will be able to:

  1. Define “Problem Oriented Policing (POP)” according to the definition presented during the lesson.
  2. Understand and identify four key steps to problem solving as taught in the class
  3. State the four steps of the SARA Problem-Solving Model for Community Policing and apply the SARA model to previously identified community problems as taught in the class.
  4. Describe the role of the supervisor in problem Solving Process
