In a Democratic Society with its modern law enforcement agencies, the goal is to try to reach an equal balance between the laws of the country, state or municipality and the rights of the individual. In order to protect these rights it is the responsibility of the police/customs and the judicial system to prove that the individual charged with an offence is in fact guilty of that offence. The individual charged with the offence is not required to prove his or her innocence. Because of this, a system of establishing proof must be the primary focus of the Investigator to determine the facts of a criminal act. This system of establishing proof is called an investigation.
The goal of this lesson is to provide officers with the Criminal conduct and criminal liability provisions from applicable law in Kosovo.
