Policing overview: Until January 2000, policing was a dual system made up of a National Police (Corps de la Police) and a Gendarmerie. But now the National Police and Gendarmerie are merged into a single entity: the Police of the Grand-Duchy of Luxembourg.
1. General information
The "Police Grand-Ducale" is the National Police of Luxembourg. Its organization, administration and inspection are under the responsibility of the Ministry of Justice. The National Police includes a general directorate, central units and regional divisions.
2. General Directorate
Divided in 5 different branches, the General Directorate is the overarching national authority of the National Police.
The Secretary General surveys the activities of the 5 branches and purchases the right attribution of items to the appropriate unit. He advises new projects before they are submitted for final decision to the Director General.
Human Resources manage recruitment, internal transfer of personnel, retirements, continuous training in foreign countries as well as the payroll of the staff.
Operations are reliable for the organization of bigger events, to insure security intelligence, prevention and the functionality of the National Emergency Center.
Budget and Equipment insure budget accounting, barracking and logistics covering the management of the fleet, arming, etc.
Information technology assures the informatization of judicial documents, establishes criminal statistics, runs the offices of international co-operation and cares about the internal computer and telephone system.
Organization and Methodology is the "think tank" of the National Police. It is responsible for the creation and development of new procedures in order to perfect and optimize the existing ones. Organization and Methodology also cares about updating the documentation provided to the police officers.
Since March 2003, an international police and customs co-operation unit has been established in Luxembourg City, based on an agreement concluded with Germany and Belgium. A similar treaty led to a common unit between Luxembourg and France.
3. Central units
The Criminal Investigation Department is in charge of conserving crime scenes and preserving evidence in cases of serious crimes and offences. Organized according to the type of crime, departments include those focused on: General Crime, Organized Crime, Drugs, Financial and Economic Crimes, Protection of Minors, Police Records and Crime Analysis.
The Airport Control Unit's missions are the prevention of illegal migration, border control and the security of the airport.
The Central Unit of Traffic Police is responsible for surveillance of the road network, especially motorways, and assists regional traffic police units in road supervision.
The Special Police Unit deals with tasks requiring specific skills and means in order to perform sensible observation and arrests.
The Police School provides basic training including theoretical and practical apprenticeship as well as continuous training for employed police officers.
The Mobile Supply and Guard Unit insures secure transport of prisoners from prison to court, medical examinations etc. It also allocates staff to reinforce different police units during wider police controls or public events (football, concerts, public disorder).
4. Regional units
Thirteen Intervention Centres serve to intervene and prevent crimes and misdemeanors. Within its six regional police circumscriptions, Luxembourg has six primary and seven secondary intervention centres.
Forty-nine Proximity Police Stations provide both an objective and subjective police presence. These units have an essentially preventive mission and are also useful in collecting information. They constitute a fundamental link between the population and other police units. Road Safety Education Programs and courses are offered to children, beginning at kindergarten level and continuing through primary school, where emphasis is shifted from proper pedestrian to proper cyclist conduct.
Regional Special Police Units ensure supervisory control in the following areas: food and housing sanitation, trade and competition, environment and clandestine work.
Regional Traffic Police Units cover the regional surveillance of traffic and the road network.
Regional Investigation Units manage, at their regional level, lower crime investigations like drug trafficking and burglaries.
Police General Inspectorate
1. General information
The Police General Inspectorate started in January 2000. It is a public unit and operates as an external controller of police activities.
2. Functions and missions
The Police General Inspectorate focuses on four specific duties:
to observe and investigate incidents of possible police misconduct;
to prepare audits and reports aiming at improving the efficiency of the police organization;
upon request from judicial authorities and according to the rules laid down by the Code of Criminal Procedures and the Code of Military Procedures, to investigate misdemeanors allegedly committed by police officers; and
to provide legal counsel in the drafting process of laws and regulations affecting police personnel.
3. Structure and organization
The Police General Inspectorate is independent from the Police itself. It is placed, both in terms of hierarchy and operation, under the direct supervision of the Ministry of Justice. In addition to its legal office, the Inspectorate includes two departments, one dealing with judicial and departmental investigations and the other dealing with studies, oversight and public opinion.
