The purpose of the project was to build the capacity of Internal Troops and Police of Azerbaijan inclusive of Nakhchivan Autonomous Republic in appropriate use of reasonable measures and proportional method of public assembly management consistent with the international standards.
In light of the Parliamentary Elections of 2010, the Office focused on building the capacity of the Police and Internal Troops of Baku and Nakhchivan Autonomous Republic (NAR) to manage public gatherings in line with international standards and human rights practices. The present project provided a number of training activities for building the capacity of relevant law·enforcement agencies to effectively manage public assemblies, through training in the use of non-violent methods of crowd control.
For that purpose, a team of police trainers from the federation state of Schleswig-Holstein in Germany were invited to Azerbaijan to prepare and conduct the training activities. The trainings were divided into a theoretical and practical exercises and included discussions and working group activities as well as exercises with practical demonstrations.
Considering the success of similar projects during the last few years, the Office, in the framework of the present project, organised the 1st Public Assembly Management Conference upon the completion of the intended train ing programme. The conference brought together all partners involved in crowd control training in Azerbaijan as well as create a platform for sharing the lessons learned by other OSCE participating States.
