Regional conference on the prevention and repression of corruption within the police

The aim of this regional conference was to encourage MoIA to further develop the existing mechanisms to fight against corruption in the Police in a transparent and democratic manner, through exchanging experiences between representatives of the countries in the region.

Summary

Corruption problem exists in most countries throughout the world but has been a significant factor in hampering efforts to redevelop countries within the Balkans region. The MoIA have accepted that there is an issue within the Host Country and in partnership with the OSCE and the U.S.

It has long since been recognised that corruption afflicts many aspects of the lives of the citizens of the Host Country, especially within the public sector organisations including the Police.

The PDD in co-operation with the MoIA the ICITAP organised a regional conference on the “Prevention and Repression of Corruption within the Police”. The conference gathered together both local and 50 international experts from countries including Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Montenegro and Romania. In their opening speeches, both the Head of the OSCE Mission to Skopje and the Minister of Interior reiterated the importance of further developing existing mechanisms to fight corruption and help strengthen professional behavior and standards within police institutions.

In line with the MoIA’s Anti-corruption programme for 2010, this activity was devised to encourage further development of the existing mechanisms to fight corruption in the Police service in a transparent and democratic manner. This event builds on earlier Mission efforts conducted to asses and compare the compatibility of the domestic legal and procedural systems with comparable international standards.

In the conference, presentations were given by two international experts on the subject of corruption – one from ICITAP and another from the UK. Delegates then shared their experiences and best practice during presentations and speeches which gave the Host Country and its regional neighbors the chance to examine the overall situation in the Balkans region.

It was agreed that a further meeting would be held in 2011 to discuss concrete activities to tackle corruption within the Host Country and increase better cross border cooperation on the subject.

Decisions

The Delegates shared their experiences and best practice during presentations and speeches which gave the Host Country and its regional neighbors the chance to examine the overall situation in the Balkans region. It was agreed that a further meeting would be held in 2011 to discuss concrete activities to tackle corruption within the Host Country and increase better cross border cooperation on the subject.
