Summary

One of the main priorities for the Montenegrin Police in 2006 was the establishment of a Negotiation Team, crucial for Crisis Management. Tactical, hostage negotiator and psychologist trainers prepared the trainees for the actions that can be expected to occur in their line of duty such as: communication and psychological burden defence against new criminal commitment types, crisis management methods and hostage negotiation models. As a result of this training, Police officers will become qualified enough to identify situations when the crises management is needed, to define its character, to select the hostage negotiation model and to manage and execute the crisis situation. This project will also serve as a good opportunity to identify the future members for the Negotiation Team.

The 2008 project was a natural continuation of the efforts from previous years training aimed at strengthening the capacities of the Special Anti Terrorist Unit (SATU) in Montenegro and its “twin” Special Negotiation Team (SNT). The 2008 project was based on the recommendations of the respective experts who carried out the previous training, and it consisted of two parts: ‘Back to Roots’ training for those who were not successful enough at the Crises Management Training and “An advanced one” for those who successfully completed 2007 training.

The 2009 training module will be the last step in the "negotiation area" and after its finalisation the Montenegrin Police will be looked upon as self sustainable. The overall goal of the project is improvement of the professional knowledge and skills of staff members of SNT which will lead to the improvement of the security and safety of the society. Furthermore Montenegrin SNT will be included in European and International Negotiation Network (EINN).

SATU ensures professional and adequate answer to terrorist treats and provide security and safety environment for the Montenegrin society. The special negotiation training programmes were initiated by the SATU in partnership framework with Mission and Norwegian Special Service Division of the Oslo Police District, so called “DELTA”. The exchange of experience and acquaintance with the particular topic allowed Montenegrin SATU to increase the level of professional knowledge in order to reach the current European and international standards and practices.

The target groups of the project are staff members of SATU and SNT in Montenegro.

The overall goal of the project is improvement of the professional knowledge and skills of staff members of SNT and its involvement in the EINN.
