This project aims to increase proficiency level of members of the Kyrgyz Police by developing training capacity at the Kyrgyz Police Academy and practical training programmes at the secondary Police Schools in Bishkek and Osh.
Capacity building (training) is one of the essential components of enhancing the professionalism of law enforcement personnel.
The main attention at the present stage is to be given to the issue of training and further strengthening the teaching staff of the educational institutions in the KR. Up to now, the Secondary Police School has not been included in the PAP that is now being implemented, but at the same time, the police officers who are currently working on the streets are graduates of the Secondary Police School. There is a lack of the trained police officers that could demonstrate contemporary policing, considering among other things, human rights or client satisfaction. Studying the present situation at the Kyrgyz Secondary Police School has revealed a number of problems to be resolved. To increase the efficiency of the police operation and to achieve stability, security and proper servicing of the population by the police on the streets, it is recommended that the training capacity at the Kyrgyz Secondary Police School should be strengthened including projects Introducing a new model of the basic police training at the Secondary Police School and Strengthening the training capacities at the branch of Bishkek Secondary Police School in Osh.
Task 1: Further development of the Balanced Score Card at the Police Academy
Round-table discussions about the Balanced Score Card system with participation of the Kyrgyz Police Academy managers; 3 study tours abroad for members of the BSC working group; provision of translations / printing of BSC working materials; etc.
Task 2: Further strengthening of the Centre for Criminal Investigation at the Police Academy
Provision of 4 international police experts to continue the training for specialists and for police field officers on various forensic examination subjects; cascading the training courses, which have been conducted under PAP-1 in using forensic kits to regional level – one international and one local police expert; provision of 45 forensic kits for the above training, etc.
Task 3: Strengthening Faculty #1 – training for police managers at the Police Academy
Delivering international Training for Police Managers materials/tutorials-handouts, translating them and adapting them to the training in the Police Academy; Assistance of the international police expert to provide a TTT course for the Police Academy trainers on using the adapted Training for Police Managers material; provision of additional literature for the Centre, printing / translating training material/handouts; etc.
Task 4: Introducing a new model of basic police training at the Secondary Police School
Delivering international Basic Training materials, translating them and adapting them to the basic training needs in the Secondary Police School; international police experts to provide a TTT course for the Secondary Police School trainers on using the adapted Basic Training material; provision of urgently required training equipment (computers, TVs, projectors, copy-machines, screens, etc), furniture for the classrooms, administrative premises and library (tables, chairs, boards, etc) and other logistical equipment (electric lamps, air conditioners, sun blinds, etc); limited renovations and required equipment for the shooting range and sports gym; provision of a CCTV internal security system at the Secondary Police School, etc.
