Criminal Intelligence Working Group Meeting for the Creation of the National Criminal Intelligence System in Montenegro

Summary

The OSCE Mission to Montenegro has had an active participatory role in the establishment of the National Criminal Intelligence System (NCIS) in Montenegro since 2004 through facilitating a number of coordination meetings, workshops and training programmes. Within this process, the OSCE has-made many efforts to become a reliable partner to the Police Directorate, has established a close cooperation with the Custom Administration and has enabled continuous flow of information with other international actors interested in this area (UK Embassy in Belgrade, CAFAO, UNODC and Swedish National Police Board).

Along these lines, the Mission, together with the UNODC organized a coordination meeting on National Criminal Intelligence System (NCIS) on 23 November 2006. 

The unanimous conclusions reached are as follows:

  1. To draft a proposal for the establishment of the working group with participants from the Police Directorate, Customs Administration, Agency for National Security,  Agency for Prevention of Money Laundering and Tax Authorities. The OSCE, UNODC and other international institutions would , in this case, have an advisory role only and when being requested by the above mentioned authorities;
  2. To appoint contact points on behalf of the above mentioned agencies;
  3. To propose the Working Group initial tasks, i.e:
  • to draft proposals on agreements of cooperation 
  • to define the type of data available for exchange
  • to contemplate on the use of joint databases
  • to determine the unique methodologies through empirical and legal harmonization
  • to initiate a joint work on forming of the National Central Data Base
  • to identify training needs to improve coordination and cooperation...
