This workshop will contribute to enhancing the criminal justice system co-operation between Turkmenistan and the Islamic Republic of Afghanistan in fighting terrorism and organized crime through discussions of direct law enforcement co-operation, mutual legal assistance and inter-agency co-operation mechanisms between law enforcement, prosecutorial and central authorities for the investigation of trans-border organized crime and terrorism cases.
This workshop will enhance the capacities of law enforcement agencies and prosecutorial and central authorities in both Turkmenistan and the Islamic Republic of Afghanistan, in cross-border organized crime and terrorism investigations, by strengthening the co-operation mechanisms before and after the start of judicial investigations.
Representatives from the Legal Departments of the Ministry of Foreign Affairs of both Turkmenistan and the Islamic Republic of Afghanistan in charge of co-operation agreements will present the legal framework of the current multi-agency co-operation between the two countries. Subsequently, practitioners of relevant bodies of the criminal justice systems from both Turkmenistan and the Islamic Republic of Afghanistan will elaborate on the current practices and mechanisms of multi-agency co-operation between the two countries.
Criminal justice experts from the OSCE executive structures and other regional and international organizations will share their experiences in promoting cross-border co-operation.
Taking a forward looking perspective, the speakers and participants will be invited to elaborate on several concrete cases related to their fields of expertise. The aim of these discussions will be to explore the strategic outlook for further development of the co-operation between law enforcement and prosecutorial and central authorities of the two countries. The main findings and outcomes of the meeting will be compiled in a set of recommendations, which will serve as basis and guidance for further discussions on this topic at the national and bi-lateral levels.
The meeting will be held in Ashgabat, Turkmenistan on 15-16 June 2015. Simultaneous interpretation will be provided in Dari, English, Russian and Turkmen languages.
