The Conference was an opportunity for the strategic planning/human resources experts from Europe, as well as for the OSCE representatives, to share experiences and exchange information related to the improvement of strategic planning and human resources policies.

Summary

The Conference “Strategic Planning: Challenges to Organisational Reform and Human Resources Development” was a continuation of mutual efforts of the OSCE Mission to Serbia and the Serbian Ministry of Interior (MoI) to enhance the development of a strategic planning capacity as one of the priority areas of police reform in Serbia, outlined in the Memorandum of Understanding signed between the two parties in 2004.

The Conference was an opportunity for the strategic planning/human resources experts from Europe and South East European countries, as well as the OSCE representatives, to share experiences and exchange information related to the improvement of strategic planning and human resources policies. More specifically, the objective of the Conference was to define concrete measures on how to improve the practice of strategic planning in the public sector and ways to enhance the level of the cooperation in this area. For this reason, the OSCE has endeavoured to have participants from the Ministries of Interior or the Police Services, as well as participants from other government institutions which have a strategic planning capacity.
