Summary

On 23 and 27 January the Presence, in co-operation with the European Union Institution Building for Enforcing Environmental Acquis (IBECA) project, delivered a one-week training course to the regional state inspectorates on environment and forests of Kukes, Peshkopi and Shkodra. The goal of the course was to present best practices and inspection procedures of waste shipment, illegal waste at borders, as well as joint actions to manage environmentally sensitive goods at border crossings. The training was provided during plenary sessions held in Shkodra and practical inspections at the Hani Hotit border-crossing point. During the field inspection the group identified gaps in the conduct of physical inspection undertaken by the Albanian Food Authority at the border, and the lack of synergy with the other environmental agencies. The Presence will readdress the issue in the context of the Inter-institutional Group against Environmental Crime (IGEC) and provide recommendations to improve measures to tackle environmental crime. A similar exercise will be organized in February with the inspectorates of Korça, Vlora and Gjirokastra.
