Summary

On 1 and 3 March the Presence, in co-operation with the European Union Institution Building for Enforcing Environmental Acquis (IBECA) project, delivered a three-day joint training course on environmental crime investigation. The event brought together the respective water, environment, health, food authorities, and agricultural inspectorates to discuss two recent environmental-related incidents, namely hospital and medical waste dumping into Tirana river and abattoir waste dumped into Ishëm river. Both cases revealed the lack of institutional co-ordination and information sharing, particularly between the National Food Authority, Director of Agricultural and Veterinary Services and Water Inspectorates in preventing and addressing the cases. The participants agreed to further discuss identified challenges within the platform of the Inter-institutional Group against Environmental Crime and work on legislative proposals to address them.
