This Swiss Chairmanship conference aims at supporting both the implementation and the negotiation track of the Informal Working Group (IWG) setup pursuing to PC Decision No. 1039, while providing a platform for reflection, discussion and an exchange of views.

Summary

On December 3rd, 2013, the OSCE participating States (pS) adopted a first set of Confidence Building Measures (CBMs), aimed at reducing the risks of conflict stemming from the use of information and communication technologies (ICTs).

Following the adoption of the decision, many pS suggested that the Informal Working Group (IWG) should continue its activities pursuing a dual-focus approach. While the initial focus of its work should lie on the implementation of the first set of CBMs, concurrent negotiations on the development of a second set of CBMs should be pursued.

The Chairmanship event aims at supporting both the implementation and the negotiation track of the IWG, while providing a platform for reflection, discussion and an exchange of views.

The objectives of the conference are threefold:

  1. to take stock and promote further implementation of the first set of CBMs;
  2. to support the negotiation of a second set of CBMs;
  3. to provide a platform for other stakeholders, such as providers of critical infrastructure, the technical community and academia.
