This study visit was organized by the OSCE Mission in Skopje as part of its activities in support of further professionalisation and accountability of the Ministry of Internal Affairs (MoIA) through encouraging the Internal Oversight Mechanisms of the Police
In the period 9-12 July 2012 four representatives of the Sector for Internal Control and Professional Standards (SICPS) (Assistant Minister for Internal Control and Professional Standards, two Heads of units within SICPS and Police Officer in charge for the specific technical equipment) accompanied by OSCE Project Assistant visited Anti-corruption General Directorate (AGD) in Romania.
The AGD was set up in 2005 as part of the measures imposed to Romania for the EU accession. It is a judiciary police unit that is subordinated to the Minister of Administration and Interior of Romania from the administrative point of view and to the case prosecutor from the operational point of view.
The participants of the study visit were introduced with AGD organizational structure, developments, results obtained and specific instruments for preventing and countering corruption.
The Romanian partners presented main preventive activities carried out by AGD: anti-corruption training, awareness campaigns, and the methodology for the identification of risks.
The Director of the AGD and Assistant Minister of the host country SICPS agreed to sign Memorandum of Understanding for mutual cooperation which was drafted during our stay in Romania.
Of a special interest of the host country delegation was conducting of integrity testing (legal base, methods for performing integrity tests and outcomes) as well as utilisation of special technique in investigating corruption cases.
The Romanian partners expressed readiness to offer expertise for these issues in the future too, so the possibilities for inviting Romanian experts to conduct training for integrity testing were discussed, for which OSCE assistance was requested.
The participants have also visited the General Inspectorate of the Romanian Police, where they met with the Director of the Sector for Internal Control within Romanian Police and have exchanged experiences.
