OSCE concept paper on police reform in Tajikistan

This document was drafted by the Counter Terrorism and Police Unit of the OSCE Office in Tajikistan and is a short outline of the envisaged police reform strategy document, which will address every phase of the reform in more details in terms of activities, human resources and needed funding.

Summary

The Counter Terrorism and Police Advisers’ Team is planning to engage in a comprehensive police reform and will design a specific implementation plan to respond appropriately to required police reform activities. All efforts will mainstream human rights and gender within the proposed activities. This concept paper is a short outline of the envisaged police reform strategy document, which will address every phase in more details in terms of activities, human resources and needed funding. Furthermore, this concept paper will provide potential donors and partners with the framework for a proposed police reform process, in order to investigate the interest of engagement. All provided details are preliminary; the police reform must be first endorsed and later developed by the Tajik officials in co-operation and support with international expert guidance.
