The OSCE Mobile Training Team deliver an interactive training course on the identification of foreign terrorist fighters at the borders for border officers.

Summary

From 12-14 November 2019, the Mobile Training Team of OSCE’s Transnational Threats Department organised a three-day interactive training course on identifying foreign terrorist fighters in Belgrade, Serbia for border and security officers. 

Topics such as international, regional and national legal frameworks, the effective use of Interpol databases and the identification of potential foreign terrorist fighters at borders, in compliance with international human rights standards, are the main focus of the three-day training.

The importance of improved knowledge regarding risk analysis models applied to foreign terrorist fighters and the history, background, trends and current cases of such individuals are emphasized during the course. The attending border and security officers also will engage in a practical training session on travel document security, including the detection of forged documents and imposters as well as interactive exercises to deepen their understanding of indicators in the behavior of foreign terrorist fighters.

The course is delivered by members of the OSCE Mobile Training Team. Expert speakers share their knowledge and expertise in the identification of foreign terrorist fighters at the borders.

The OSCE Mobile Training Team was established by the Border Security and Management Unit of the OSCE Transnational Threats Department in 2016. It is composed of 17 selected border and counter-terrorism experts from OSCE participating States and Partners for Co-operation.
