Material for a 6-hour lesson on defensive tactics, part of the Basic Training Program of Macedonian Police, developed by the Police Development Unit of the OSCE Spillover Monitor Mission to Skopje.

Summary

In this lesson, students will review the various handcuffing procedures, focused on officer and suspect safety. The majority of the lesson will be focused on the techniques of handcuffing, with ample time provided for students to practice and apply the information provided. Following this lesson on handcuffing procedures, students will learn how to search handcuffed suspects properly and then transport them safely to designated secure areas. Emphasis will be placed on both officer and suspect safety throughout.

At the conclusion of this lesson, students will be able to:

  1. Identify situations that warrant use of handcuffs by the Macedonian Police Officer.
  2. Identify the six (6) primary parts of the handcuff and demonstrate how each of these parts operates.
  3. Demonstrate proper handcuff placement.
  4. List and demonstrate the three (3) methods of proper speed cuffing in the standing, kneeling and prone positions.
  5. Demonstrate the proper procedures associated with executing a High Risk Arrest.
  6. Demonstrate the two techniques for overcoming resistance.
  7. Demonstrate the techniques for safe removal of handcuffs.
