This guidebook is one in the series of guidebooks produced by the Action against Terrorism Unit (ATU) in the OSCE Secretariat’s Transnational Threats Department.
The participants of this 3-day training course (in Russian) acquire an in-depth knowledge of the United Nations Security Council regime and mechanisms as well as an active command of the listing and delisting processes. The course material also focuses on developing the skills necessary to properly evaluate and determine whether to list an individual or entity and assess the impact of the enforced measures.
The report was prepared jointly by the by the Federal Criminal Police Office (BKA), the Federal Office for the Protection of the Constitution (BfV) and the Hesse Information and Competence Centre Against Extremism (HKE). It is based entirely on information from the federal and state police and domestic intelligence agencies.
This document brings together the Guidelines on human rights and the fight against terrorism; the Guidelines on the protection of victims of terrorist acts; and the texts of references that have been used for the preparation of both guidelines.
