Lesson #5: Non-discrimination as a basic element of human rights

Description

Material for a 1-hour lesson, part of the Human Rights and Law Enforcement Course, developed by the Kosovo Police Service School.

Summary

Discrimination often gives grounds for human rights violations. Some groups of people would suffer because of their different nationality, belief or skin colour. It is very important for the police officers to understand that discrimination is an absolutely unacceptable practice during their work. They represent and enforce the law and the law has to be the same for all citizens of Kosovo.

In this session we will discuss the principle of non-discrimination as a critical element of a democratic society founded on human rights and fundamental freedoms. We will look at forms of discrimination, positive and negative, as well as groups traditionally discriminated against. We will also spend time talking about the realities of discrimination in the Kosovo context.  Please note, this session is not a typical skills or knowledge transfer session. It is designed to stimulate thinking, discussion and dialogue about a potentially sensitive issue.

By the end of the lesson the participants will be able to explain:

  1. What is discrimination?
  2. Grounds (reasons) of discrimination
  3. Positive and negative forms of discrimination
  4. The concept of non-discrimination
